One commissioner said the working conditions for employees were "embarrassing," and another urged staff and communications to consider a short, controlled visual demonstration (photos, prepared footage or a guided tour with appropriate security measures) to help the public understand why costly improvements are needed.
Staff noted past tours for press and the public and said the communications team could look for secure ways to illuminate back-of-house operations without compromising safety or security. Commissioners emphasized the goal of building public support for a terminal replacement or extensive upgrades while protecting sensitive operations.
