Chesapeake City council approves 4% staff pay raise, managercontract and tree-removal bid; schedules parking ordinance hearing

Mayor Rich Taylor called the special workshop to order at 6:32 p.m. and the council moved immediately into a Special Session. Committee member Lee Adams moved to approve the FY2025 Artesian contract for utility services, noting staff indicated the contract carries an approximate 4% increase; Committee member Hunter Dann seconded, and "all in favor, motion carried." The council later approved Resolution 2024-005 to reappoint department heads, again by unanimous voice vote.
The council approved a 4% salary increase for all town staff for fiscal year 2025 and separately approved a four-year contract for Town Manager Rob Bernstine that includes an opt-out provision for either party. The approvals were made by motion (moved by Lee Adams; seconded by Frank Vari) and the transcript records the outcome as "all in favor, motion carried." On public-works business the council approved a Heartwood bid of $9,800 to remove three dead or damaged trees on Union Street. Town staff said the trees are dead and could possibly damage private property in the area; the motion passed by voice vote.
Council considered a request to waive the ready-to-serve fee for the service connection at 152 Basil Ave after the property burned. Staff said the town has not yet received the owner's written request, which should include the period for which a waiver is sought; the council took no motion and deferred action until the request is received in writing.
Mayor Taylor read and introduced Ordinance 2024-002, which would repeal §151 Article II (parking in the historic district) enacted under Ordinance 2022-005. A public hearing on the new ordinance was scheduled for the councilmeeting on Monday, Aug. 12, 2024.
There were no public comments. In closing remarks, Committee member Frank Vari noted a scheduling conflict with recycling awards on Aug. 26, Tom Yeager said he will attend MACo in August, and Committee member Hunter Dann raised concern about erosion on the Red Lot Ramp.
