Kenosha County Board approves appointments, licenses, intergovernmental agreements and several land-use items

The Kenosha County Board adopted a slate of resolutions and ordinances at its June 16 meeting, approving appointments, licenses, intergovernmental agreements and several planning and zoning items.
Among personnel actions, the board adopted a resolution approving Rebecca Dutter as Director of the Kenosha County Department of Human Services. The board also approved appointments of Supervisor Guida Brown and Andres Gama to the Kenosha County Human Services Board, and appointed Dr. Joseph P. Barta to the Kenosha County Board of Health. Several committee-referred county executive appointments (Luke Pollock, John O'Day and Veronica King) were referred to the Human Services Committee for consideration.
Licensing and operations approvals included a probationary cabaret license for Red Oak Restaurant in the Town of Paris and an activity control license for Country Thunder, LLC. The board authorized a right of entry agreement with Camp Lake Airport, LLC for vegetation management and aircraft safety operations, and approved an intergovernmental agreement for information technology services with the Village of Twin Lakes.
On land and intergovernmental actions, the board approved an easement for a gas valve assembly in Brighton Dale Park on a roll call vote that passed 19-0. The board approved an intergovernmental parcel transfer between Kenosha County and the City of Kenosha for Roosevelt Auto Body at 2907 63rd St; that motion passed on a roll call vote 16-3, with Supervisors Belsky, Lux and Tagliapietra recorded as voting nay. The board also approved professional services agreements with the Village of Salem Lakes on a roll call vote of 19-0.
The Planning, Development & Extension Education Committee’s land-use and rezoning recommendations — including comprehensive plan amendments and rezoning requests in the Towns of Paris and Wheatland — were adopted. Several ordinances related to those items were passed on voice votes. The meeting also listed two items as first readings: a proposed temporary moratorium on battery energy storage systems and an amendment to cabaret ordinances; both require subsequent readings before final action.
Three property damage claims were referred to Corporation Counsel, the minutes from June 2, 2026 were approved, and the board adjourned at 7:38 p.m.
