WEDA awards $1.19M junction project contract; staff flags wall repairs and seeks grants

The Wagoner Economic Development Authority voted July 6 to award the junction project base bid to Tektone Builders for $1,192,627.70, the lowest of four bids received.
Planning and engineering staff and PDG reviewed references and recommended the low bidder with caution, noting the contractor had municipal experience on smaller projects and that PDG would pursue value-engineering to bring costs down. PDG told members that electrical bids were higher than expected and that $50,000 to $100,000 in value engineering might be feasible.
Staff also reported outstanding site issues: a retaining wall south of the junction needs repair before project start. Staff provided a repair estimate of about $65,000 and said portions of the wall cross city property and private property; staff said the wall issue must be cleared before the contractor can start. Members discussed the possibility of a special meeting to finalize wall repairs and financing.
Staff said they were pursuing P3 (public-private) grant applications through the Oklahoma Finance Authority and had local businesses ready to support an application; the grant could deliver two to three hundred thousand dollars toward infrastructure if awarded, staff said.
The authority approved the award on a roll call. Staff said they would pursue value-engineering, continue grant work and may schedule an additional meeting to resolve the wall and closing details before construction begins.
