The Smithville Board of Aldermen on May 19 unanimously approved a voluntary annexation for property at 18410 H & H Lake Road, advanced a rezoning and preliminary plat for the Collins Ridge development to first reading, and authorized a site plan for Smithville Lake Cabins at 1503 East Main Street.
Alderman Dan Hartman moved to approve Bill No. 3114-26 annexing the H & H Lake Road property; Alderman Kelly Kobylski seconded the motion. The ordinance passed on second reading by roll call: Kobylski Aye; Hartman Aye; Atkins Aye; Wilson Aye; Stone Aye.
Hartman also moved approval of Bill No. 3115-26, a rezoning and preliminary plat for Collins Ridge, which the board approved for first reading with a unanimous vote. Hartman asked for clarification that the rezoning and preliminary plat authorize a plan and allow phased construction but do not complete the subdivision buildout; staff member Jack Hendrix said final plats and phased approvals are expected to return to the Board over several years and that there will be additional opportunities for public input.
The Board also approved Resolution 1586, authorizing the site plan for the Smithville Lake Cabins project at 1503 East Main Street. Alderman Hartman moved the resolution and Alderman Kobylski seconded; the measure carried without discussion (Ayes 5, Noes 0).
The actions come amid a string of development items discussed during committee reports. Alderman Melissa Wilson told the Board the Planning and Zoning Commission noted potential conditional use permit applications for battery energy storage systems, an expected initial zoning request tied to an annexation, site plan reviews for structures replacing buildings damaged in a recent fire at Smithville Plaza, and a recorded minor plat at Clay Creek Meadows to enable fourplex lots. Wilson said a large project at Amory and U.S. 169 has already generated visible site activity and public interest.
Next steps for Collins Ridge include a second reading of the rezoning ordinance and the phased submission of final plats to the Board for approval. The annexation was finalized on second reading at the May 19 meeting; the lake cabins site plan was approved and may proceed to implementation subject to any conditions noted in the site-plan approval documents.
