Commission authorizes up to $164,000 for American Legion Post 12 roof repairs

The Astoria Development Commission on Aug. 19 authorized the city manager to execute a contract with American Legion Post 12 for roof repairs not to exceed $164,000.

City Manager Spence summarized a prior July 2 presentation from the American Legion and said the full scope the post requested included roof, elevator/ADA work and façade repairs totaling about $1.3 million. He recommended immediate action limited to the roof and proposed a $164,000 allocation to cover the roof repair needs plus a prevailing-wage allowance.

Commissioner Davis asked whether the $164,000 figure "encapsulate[s] prevailing wage for the entirety of the roofing project"; staff replied that the estimate includes an added 30% as a prevailing-wage impact and that the number was intended as a not-to-exceed amount while final contracting would require more precise cost confirmation.

Commander Dwayne Dock Holiday, commander of American Legion Post 12, told the commission the building is a "living monument" and described deteriorating conditions, saying he would make some emergency repairs this weekend. "Your help is gonna greatly, greatly help us to keep this for future generations," Holiday said.

Commissioner Hilton moved to authorize the city manager to execute a contract with American Legion Post 12 for roof repairs not to exceed $164,000; Commissioner Adams seconded the motion and commissioners voted aye to carry it.

The authorization covers an immediate roof contract only; staff said larger requests for elevator, ADA and façade work remain subject to future deliberations and funding decisions.
