Developer reports Seventh Hill near completion and outlines Downtown Kettle mixed‑use concept

Developer Scott Ritger told the Slinger Redevelopment Authority on Aug. 7 that the Seventh Hill Estates housing project is about 90–95% complete and that only two units remain unrented, and said the hydroseeding on the site established well.

Ritger also presented a conceptual plan for a project he called the Downtown Kettle on Kettle Moraine Drive South, the site of the former Phillip Funeral property. He described a mixed‑use proposal with commercial businesses at street level, apartments above and townhomes behind the building. He said multiple concepts were under consideration and that parking would be a major factor in final designs.

Members discussed the number of stories that might be plausible in the downtown location. President Scott Stortz said he did not expect Village residents would accept a four‑story building, and the group spoke about the need to balance density with neighborhood character. Ritger said he has begun conversations with adjacent property owners and has at least one owner who is willing to sell; he is continuing discussions with others.

The presentation did not include a request for RDA funding or a formal application; Ritger’s remarks were introductory and focused on feasibility and property acquisition. The RDA did not take action at the meeting; staff and the developer indicated further conversations and planning would continue.
