Albert Lea council awards bridge and wastewater contracts, OKs Songbird Trail MOA and DWI grant

On May 26 the Albert Lea City Council accepted low bids and awarded contracts for the Front Street Bridge and wastewater plant coatings, authorized a memorandum of agreement for the Songbird Trail with Freeborn and Waseca counties, and approved a Minnesota DWI traffic-safety officer grant application.
The Albert Lea City Council on May 26 approved several procurement and intergovernmental actions.
City engineering recommended acceptance of the single low bid of $381,339.60 from PCI Roads LLC (Maple Grove) for the Front Street Bridge No. 24514 rehabilitation; the engineer’s estimate had been $328,230. Staff said state aid funds will be used for the project and recommended award.
For wastewater-plant work (job 2620) to sandblast and recoat fiberglass aeration tank covers and ventilation stacks, staff recommended awarding the contract to Champion Coatings, Inc. (Jordan, Minnesota) for $241,560; four bids were received and the engineer’s estimate was $257,620. The council approved the recommendation.
The council also authorized a memorandum of agreement among Albert Lea City, Freeborn County and Waseca County to plan, construct and maintain the Songbird Trail. Staff said the MOA replaces a 2014 joint-powers agreement and is required to obtain regional trail designation; funding for trail sections will rely largely on grants and appropriate local cost-sharing.
Separately, the council approved applying for a Minnesota Department of Public Safety FY2027 grant to fund a DWI traffic-safety officer; staff said the grant would cover approximately 119% of a patrol officer’s salary while funded and that the position would be removed through attrition if grant funding ends.
Engineering attached bid abstracts for the competitive procurements; staff reiterated that the bridge project was atypical (one bidder) and that the wastewater contract was under the engineer’s estimate.
