Port Hueneme Water Agency schedules United Water briefing after unanimous vote; Naval Base liaison outlines DCIP FY26 grant window

The Port Hueneme Water Agency unanimously approved a motion on April 20 to request an annual briefing from United Water about operations in the agency's service area. The motion was made by the board member who asked for the briefing and was seconded by Chair Thomas; the clerk recorded affirmative roll‑call votes from Alternate member Perez, Member Hernandez, Member LeBeau, Vice Chair Lopez and Chair Thomas. Staff said they will contact United Water to schedule the briefing.
During the meeting, a Naval Base Ventura County liaison who identified themself as Kendall Lousine, community plans and liaison officer, told the board that the U.S. Department of Defense Office of Local Defense Community Cooperation has posted a FY2026 notice of funding opportunity for the Defense Community Infrastructure Program (DCIP). Lousine said a webinar is scheduled for April 28 at 3:00 p.m. Eastern and that proposals are due June 25, 2026. Lousine asked prospective DCIP applicants to provide draft proposals to the liaison so the command can review and sign a required commander letter of support prior to submission. "A DCIP application is not considered complete... it'll be thrown out if it does not have the signed letter of support from the commander," Lousine said.
The board also approved the meeting agenda and the consent calendar by unanimous roll call earlier in the session. Chair Thomas offered condolences on the passing of Tony Volante, noting Volante's years of service to Port Hueneme as mayor, councilman and agency member and his past presidency of the Association of Water Agencies. The agency scheduled its next regular meeting for Monday, May 18 at 4:00 p.m. and adjourned at 4:18 p.m.
What the board decided: approve the agenda and the consent calendar (each by unanimous vote) and direct staff to arrange a United Water briefing, with timing to be set by staff in coordination with United Water.
