Council hears mailbox/roundabout redesign, general plan timeline and two grant bids including $3.9M water earmark

Council received several infrastructure and grant updates at the Woodland Hills meeting.
County engineers have revised the mailbox access at the proposed roundabout so mailboxes are entered with right‑in/right‑out movements and two access points are planned (Woodland Hills Drive and a new Eastlake access); staff will continue community outreach and consider signage placement on an adjacent building to preserve the current welcome sign.
On planning, staff said chapters 1–6 of the general plan have been circulated, planning commission review of remaining chapters is scheduled in March, and the planning commission public hearing is targeted for May 20. Under state code 10‑20‑405 the city council does not require an additional public hearing to adopt the general plan; council adoption is anticipated June 9.
On grants, staff said the city submitted a DNR grant application for a pickleball court and is preparing letters of support. Separately, staff is preparing a request to Congressman Owens’ office for $3.9 million in community project funding to replace aging six‑inch water mains on Maple and nearby streets; staff is collecting interjurisdictional letters of support and coordinating with Salem for regional connectivity.
Council asked staff to continue outreach during construction planning and to circulate grant letters for council signature.
