VDOT says Route 58 flyover is on schedule; three contractor claims pending

Chris Matovitz, VDOT area construction engineer, told the Southeastern Public Service Authority board that the Route 58 SIPSA flyover is on or ahead of schedule and that crews have begun successive bridge-deck pours. "We actually poured 220 cubic yards of concrete on the deck," Matovitz said, and added that crews were preparing to place another 200-plus cubic yards the following day.
Matovitz gave the board a schedule that lists substantial completion by contract as July 31 and contract (final) completion as Dec. 4, and said the project is roughly 75% complete. He reported a total project budget of $46,000,000 with $29,000,000 set as the contract construction value and about $22,000,000 already spent on construction to date; construction engineering/inspections budgeted $5,200,000 with less than half spent so far.
The engineer told the board there are three notices of intent to file claims related to the project but that VDOT's position is "there is no entitlement." He said the contractor has not filed formal claims and that the Office of the Attorney General reviews VDOT claim responses; if the notices become formal claims the OAG process would apply.
Board members pressed Matovitz on lane closure timing and sequencing. Matovitz said eastbound Route 58 paving will be substantially complete by about April 10, when the eastbound right-lane closure will move to a shoulder closure, and that a westbound lane closure would begin the night after the presentation and likely remain into early April to allow saw-cutting and preparation for paving.
Matovitz also described project constraints: critical-path deck and pavement tasks—95 tons of corrosion-resistant rebar in the deck and successive concrete pours—are driving sequencing, and winter weather caused prior delays to concrete placement. He also noted there are incentive provisions in the contract (a $500,000 early-completion incentive, with tracking suggesting roughly $350,000 in earned incentives to date) and said contingency funds have not been spent.
The board did not take further action on the flyover during the meeting; Matovitz said VDOT will return with updates as the bridge opens and claim discussions continue.
