Five-year PCN grant ends; district reports declines in student substance use

Danielle Genther, the district’s Positive Community Norms (PCN) grant coordinator, told the board the five-year grant concludes on June 30, 2026, and reviewed survey data and transition plans.
Genther said draft 2026 survey results show reductions in past-30-day use among high-school students compared with earlier years: alcohol use fell from 12 percent in 2023 to 5.8 percent in 2026; marijuana use fell from 6.6 percent to 3.3 percent; and vaping declined from 8 percent to 5 percent. She described corresponding increases in the share of students who accurately perceive that most peers do not use these substances.
Genther said the district will transition administrative functions to the Sherburne County Substance Use Prevention Coalition to maintain program continuity, while student groups such as EPIC will continue local activities. She noted the 2026 results are draft and may shift by a few percentage points as the data are finalized.
Board members thanked Genther and volunteers and asked about sustaining adviser stipends and other supports; Genther said she is seeking funding to continue adviser stipends while pursuing more sustainable resources.
