Caltrans updates: US 101 draft plan, STAA closures and Clean California grants announced to Del Norte commission

Caltrans representatives updated the Del Norte Local Transportation Commission on several planning and project items on July 7, including a public comment window for the US 101 Corridor Management Plan, planned highway closures for a STAA improvement project, and state-level grant opportunities under the Clean California program.
Caltrans staff told commissioners the draft US 101 Corridor Management Plan is posted for public comment through at least the end of July. The plan covers a 20–25 year horizon and considers highway, transit, bike, freight and operational improvements; staff said they are targeting adoption by Oct. 30, dependent on engagement and feedback and continuing stakeholder (including tribal-specific) meetings.
On the STAA highway improvement project (US 197/199), staff said changeable message signs are being programmed and will notify full closures planned Tuesdays–Thursdays from about 10 a.m. to 2 p.m. Project manager Izzy Canopa has agreed to come to a future commission meeting to present project details; staff will coordinate scheduling for the September meeting (or sooner if timing requires).
Caltrans also reported that the Clean California Monuments ribbon cutting took place June 26 and that the state budget includes a line item for additional Clean California local grants for workforce and litter cleanup in the next fiscal year. Staff said they will circulate details once the final state budget is available.
Staff noted grant-program timing: the fiscal-year 2026–27 sustainable transportation planning grant awards were announced at the end of May after a highly competitive cycle; the FY 2027–28 draft application guide is open for 30 days with two workshops scheduled July 15 and 16 at 10 a.m., and the next call for applications is expected in mid-August. Commissioners were asked to help promote public meetings and application workshops.
Chair Short and commissioners expressed interest in having the STAA project manager and system planning team present at the commission’s September meeting. Tasha and commission staff said they would arrange presentations and follow up on outstanding items related to contract approvals and grant opportunities.
