On July 7 the Del Norte Local Transportation Commission approved awarding a contract for a passenger facilities development plan to LSC Transportation Consultants, a motion the commission passed unanimously.

Chair Short called for a motion and, after a second, the clerk polled commissioners; Commissioners Burgess, Greenough, Howard, Shamblin, Altman and Chair Short recorded “yes.” The meeting transcript records the mover of the reconvened poll as Borges when the commission later ratified policy-advisory-committee actions.
Why it matters: the passenger facilities plan will guide investments and planning for facilities that serve passengers (bus stops, shelters and associated amenities). Before the contract can be executed, Caltrans headquarters must sign a sole-source justification form, a requirement Caltrans staff emphasized during the meeting.
Caltrans representative Tasha told the commission that staff were "still waiting for approval from Caltrans headquarters on the sole source justification" for the consultant contract and that "once we get approval and signature on that, then, we can enter into the contract." The commission discussed prior practice of preparing sole-source documents locally and asked staff to follow up on when headquarters sign-off would be available.
Funding and next steps: commissioners and staff discussed funding sources; staff stated the contract is paid with CRP funding and that signature from Caltrans headquarters remains the outstanding step before contract execution. Staff also said they would follow up with commissioners on timing and, if the Caltrans letter is not received, the commission may need to meet in August rather than waiting until Sept. 1.
The commission approved a separate consent agenda (minutes of the May 5 meeting and three resolutions) earlier in the meeting. Chair Short adjourned the meeting after the items were completed; the commission’s next regular meeting is scheduled for Sept. 1 unless Caltrans approvals force an August session.
