The Freeport City Council unanimously approved accepting a $250,000 grant from the Texas General Land Office's CDBG-MIT Resilient Communities Program to support development and adoption of a comprehensive plan.
Staff (Miss Hurst) outlined the grant scope: hazard-risk and vulnerability assessment, a 20-year population study and a 10-year housing needs assessment, a comprehensive land-use plan with a future land-use map, an infrastructure assessment (water, wastewater, drainage, streets), preparation of a prioritized capital improvement plan, zoning and regulatory recommendations, and public engagement leading to adoption by city council. There is no local match required for the award.
Staff said the grant will support planning activities and does not obligate the city to any construction; subsequent projects and any required matches would be presented to council if funding is sought for implementation. Council thanked staff for pursuing grants and emphasized robust public engagement during plan development.
The motion to accept was made and seconded; the council approved the acceptance by unanimous voice vote.
