Bloomington board approves $249,920 Pay Application #8; engineers report Wall Street nearly finished

Trustees approved Pay Application #8 to JI Construction for $249,920 as part of the 2024 infrastructure project and heard an engineering update on remaining work.
Mark Digman of Delta 3 Engineering submitted a written update noting Wall Street was roughly 75% complete with cleanup and landscaping planned through June 6. Digman said last December’s estimate that the project would finish about $70,000 over contract has improved to an estimated $55,000 over contract after the village added several extras, including additional water services, paving, fill, storm sewer work and tree removal.
The board moved and unanimously approved the pay application (motion by Dennis Moris, seconded by Alan Mergen). The board also discussed a list of added items and approximate costs: a fill site (~$66,000), storm sewer on Spruce Road (~$15,000), paving on West Court Street (~$40,000), new water services and laterals (~$15,000) and additional tree removals (~$4,000), totaling roughly $140,000 in add-ons to the contract.
Why it matters: the pay application clears a major contractor payment and signals substantial project progress; the reported overrun estimate and added scope will affect future budgeting and reserve planning.
Next steps: project clean-up and landscaping on Wall Street are expected to be completed by June 6; staff and the engineer will continue tracking remaining change orders and final closeout costs.
