The Village Board voted to reserve Village Park from July 7–15, 2025 for the Celebrations Committee and to waive the $100 reservation fee, but trustees spent substantial time discussing governance and financial controls for the group.
Several trustees argued the Celebrations Committee functions as a village committee and therefore should not pay the fee and should be subject to village oversight. One trustee explained that a similarly named external corporation exists and that money held by that outside group remains unresolved. Board members called for an ordinance to define committee operations and suggested a simple internal registration form so staff can track park reservations and event dates.
After debate about whether the celebrations group needs to be treated as an outside lessee or as a village committee, a motion to approve the date reservation and waive the fee passed by voice vote. Trustees said they will continue to work through ordinance language and accounting procedures to ensure volunteers’ funds are handled in a manner consistent with village policy.
