Big Bend refers ATV/UTV/golf-cart ordinance back to public safety for revision

S1 introduced ordinance 2024-02 (chapter 8), which would be codified as village ordinance 8.12 and would permit operation of ATVs, UTVs and golf carts on roads posted at 25 mph or less. The proposal discussed several requirements: operators must be at least 16 years old and possess a valid driver's license; the board recommended requiring proof of completion of a Wisconsin DNR-approved ATV safety course for operators under 18; and ATVs/UTVs would be required to be properly registered and display registration as required by statute.
Trustees also discussed exceptions to allow the village DPW, the police department and the fire department to operate such vehicles on other roads when needed (for example during snow emergencies), and they noted attorney review is underway. Trustees raised the need to settle a penalties section (comparing penalties in chapter 8.13 for snowmobiles) and to verify the correct state statutes to cite.
Trustee (S2) moved to refer the ordinance back to the public safety committee for review and corrections including penalties and DNR-course language; the motion was seconded and carried. The referral is intended to allow the public safety committee and village attorneys to finalize statutory references, penalty language and any registration or course requirements before the board considers adoption.
Next steps: the public safety committee will review the draft, clarify penalties and statutory citations, and return a revised ordinance to the village board for further action.
