Board approves ordinance on unpaid snow-removal charges and several routine items

The billing board voted Feb. 10 to adopt Ordinance No. 1-25, which amends the village’s procedures for collecting unpaid snow-removal charges and adds a fixed fee mechanism, the chair said.
Committee member (S3) told the board the finance and personnel committee recommended a stop fee in place of itemized cost hunting and that unpaid charges not paid within six days after billing would be eligible to be placed on the property tax bill. “If it’s not paid within 6 days after the bill of mail … then it can be basically put on as a charge under the tax bill,” Staff member (S4) said while explaining the proposed notice and enforcement mechanics.
The board approved the ordinance following a motion to accept the amendment and a voice vote. The chair declared the motion passed.
On related governance items the board approved a policy directing proceeds from equipment sales back into capital funds so replacement purchases are financed from the capital account, and it approved the list of nominated election inspectors who completed required training and agreed to serve two-year terms.
The board also approved a bid to replace or repair a meter-reading tower (Tower No. 2). Committee member (S3) said the replacement was not budgeted and would be paid from fund balance, split between water and sewer funds, and that preliminary draft numbers show both fund balances increased over the prior year, reducing immediate fiscal impact.
All routine approvals were taken by motion and voice vote during the meeting. The board scheduled a separate Feb. 26 joint meeting with the fire department to discuss a new engine and other equipment before proceeding with any related capital spending for that item.
