Brownsville board approves building-permit rate changes, audits $70,205 in bills

President Tim Kemmel called the Village of Brownsville Village Board to order at 6:00 p.m. on July 9, 2025. The board approved the minutes of its June 11 regular meeting and the financial report as of June 30, 2025.
The board voted to adopt building-permit rate changes provided by SafeBuilt, effective July 9, 2025. Trustee John F. Pesch moved the measure, Trustee Phil Bloohm seconded, and the motion carried on a 5-aye voice vote.
Board members audited and approved payment of general government and utility bills totaling $70,205.72 (checks numbered 31244–31270). The register included a $2,444.64 payment to Ballweg Implement for repair of an oil leak on a skid steer, $9,847.71 to Crane Engineering for repair and installation of an Aurora booster pump, and $1,400.00 to Serwe Implement for a street-sweeper rental.
Trustee Jeff Westphal moved and Trustee Bloohm seconded a transfer of $11,447.84 from General Fund Checking to NEB Street Repair Savings for third-quarter transportation aids; the motion carried, 5-aye.
The board approved Library Director Kristen Mielke's written library report on a motion by Trustee Pesch, seconded by Trustee Westphal. Marshal Stuckart's written report was also approved (motion by Trustee Pesch, second by Trustee Henke). In his report, Marshal Stuckart recorded 25 traffic citations, 29 traffic warnings, 39 traffic stops, 12 complaints in June, one mutual-aid response and no arrests.
Superintendent Lechner reported that water operations are running well, and staff will seek quotes for sewer facility updates from MSA and Donahue; the board was told more information will be provided at upcoming meetings. Lechner also said parks are midseason and noted a rugby tournament scheduled for the weekend; he reported that the tennis courts still need completion work by Midwest Sealcoat.
Clerk Hull briefed the board on an upcoming service change from Astrea to Spectrum Business for internet services, noted that year three of the UW–Green Bay Treasurer's Institute is scheduled for July 14–18, and said a recodification update with CivicsPlus is underway. Clerk Hull said the assessor's contract had been received and will be discussed and considered at the August board meeting.
Trustee Phil Bloohm moved to adjourn, Trustee John F. Pesch seconded, and the meeting adjourned at 6:41 p.m.
The board did not take final action on an assessor contract; that item will return for consideration at the August meeting.
