Board approves McDowell staffing changes: new associate principal position, revised job descriptions and custodian MOU

The Millcreek Township School District Committee of the Whole on June 8 approved a set of personnel items related to restructuring at McDowell High School, including revised job descriptions and an Act 93 memorandum of understanding to establish the salary for a newly created associate principal position.

District staff described the rationale for revised job descriptions (assistant principal, principal and the new associate principal) as part of McDowell’s organizational restructuring. The Act 93 MOU sets the associate principal salary at the same rate as the supervisor tier; administrators said nothing else in current terms will change and that the MOU is limited to salary language for the new role.

Separately, the board approved a custodian MOU intended to clarify pay and status when a custodian voluntarily accepts a position paid at a lower established rate pending negotiation of a successor collective bargaining agreement. District counsel described the MOU as a stopgap that aims to resolve recent grievance activity tied to situations the collective bargaining agreement did not contemplate.

All three items (the revised job descriptions, custodian MOU and Act 93 MOU) were moved from committee and approved by voice vote during the Committee of the Whole. The superintendent thanked the board for permitting the personnel items to be considered in committee, saying the approvals allow the district to proceed with the McDowell restructuring plan. The agenda packet indicated that some job descriptions and MOU details will appear again at the June 22 meeting if additional ratification or board action is required.
