Staff explained that DOT rejected an earlier crosswalk location because it did not meet warrants; city staff identified a straighter site closer to the subdivision that offers better sight lines and recommended shifting the crossing there with a rapid flashing beacon. The applicant and consultant (Acorn Engineering) said that location is acceptable and that a minor lateral adjustment (five to ten feet) could improve sight distance; staff agreed to finalize precise siting before plan signing.

Board members pressed the applicant to construct the frontage sidewalk now rather than rely on a fee‑in‑lieu. Applicant representatives said they would either build the sidewalk along the frontage as required by ordinance or contribute an agreed fee; staff said the condition language can be drafted to require the sidewalk unless the board specifically authorizes a fee‑in‑lieu. Multiple board members urged building the sidewalk to ensure continuity for future connections.

After adopting findings and conditions as amended, the board voted 5–0 to grant final subdivision approval. Staff will include a final location for the crosswalk and sidewalk work in the conditions of approval and coordinate construction details with public safety and DPW staff.
