Bloomington board signs off on December payouts, authorizes credit-card consultation and notes insurance charge

On Jan. 5 the Village Board approved the December 2025 accounts payable reports and recorded total expenditures across funds of $70,960.51: general fund $40,908.33, water utility $6,105.21 and sewer utility $23,946.97.
Clerk/Treasurer Shawna Atterbury reported an unexpected charge of about $1,923.39 from the village’s former health-insurance provider, Exemplar, related to contractual obligations when an employee resigned; the village’s insurance agent initially advised ignoring the charge but later said it was valid. The board did not reverse the charge at the meeting; Atterbury brought the matter to the board’s attention.
Atterbury also reported the 2026 Clerk’s Institute is scheduled for July 13–17 and that the village received credit for last year’s registration because she could not attend. She recommended issuing separate village credit cards for staff to avoid out-of-pocket purchases; on a motion by Robert McLimans, seconded by Scott Daentl, the board authorized Atterbury to speak with People’s Bank about separate cards for herself, Chief Small, Leitzinger and possibly the library.
The board approved the minutes and agenda earlier in the meeting as routine procedural items. The next regular meeting was set for Feb. 2, 2026 at 6:00 p.m.
