Buffalo City council weighs rules for storage containers and alley maintenance

The Buffalo City Common Council spent part of its Sept. 9 meeting discussing property-maintenance rules, setbacks for large storage containers, and nuisance complaints.
Councilmembers noted existing ordinances do not clearly define whether a shipping-style storage container may be used as a shed. Because of its size, the container would need to be permitted as a garage and therefore would be subject to larger side-yard setback requirements. Mayor Ben Holien asked for council input and the building committee agreed to meet and return recommendations to the council.
On alley maintenance, Councilmember Jeannie Czaplewski said she would draft ordinance language to require property owners to trim trees and bushes that intrude into alleys and rights-of-way; the council discussed how to determine responsibility for specific trees and where enforcement charges would be applied. Councilmember Kim Beseler raised a separate nuisance complaint about excessive cars and junk on a property on 4th Street and directed that a letter be sent to the property owner rather than tenants.
No ordinance changes were adopted at the meeting; the building committee and Councilmember Czaplewski will prepare draft language for a future meeting.
