Staff (Speaker 4) described the survey logistics: it will be posted online from Nov. 1 through March 1, distributed with QR codes at village locations and supported by pop‑up events and stakeholder meetings in January–February. Staff said the survey must be taken electronically to ensure consistent formatting; paper responses would be difficult to incorporate into the consultant’s software.
Commissioners debated the survey wording and coverage. Committee member (Speaker 3) said the packet’s survey still skews toward housing and residential development and omits rural and conservation language the subcommittee wanted. Other commissioners pressed on the feasibility of sidewalk/trail plans, who would pay for maintenance, and how to represent different village geographies (East vs. West of Douglas Avenue). One commissioner observed that questions about supporting small businesses may duplicate work of RCEDC.
After discussion a motion to approve the survey moved and was seconded; the commission approved moving the survey online and distributing it with QR codes, while staff will track responses and present compiled results to the special comprehensive plan committee and village board.
The commission then completed a roughly 30‑minute SWOT exercise, identifying priorities including maintaining green space and rural character, targeted commercial growth in designated corridors, transportation connectivity challenges, and the possibility of transferring stewardship or conservation responsibilities to county or land‑trust partners in the future.
Next steps: staff and consultant will combine survey results and stakeholder exercise findings and present a summary to the special comprehensive plan committee and the village board for further direction.
