Bloomington to install permanent Mill Street speed sign after police study
Summary
Following a police speed study showing elevated speeds leaving town and in southbound lanes, the Village Board approved installation of a permanent speed sign on Mill Street north of Fair Grounds Road to improve compliance.
Village President Robert McLimans and the Village Board voted Nov. 3 to install a permanent vehicle-speed sign on Mill Street after a police-conducted study showed pockets of higher speeds.
Chief Small presented results showing that at the Mill Street South site more than 2,600 of 3,026 vehicles were traveling at or below 25 mph northbound, while southbound motorists were more frequently in the 26–35 mph range. At the north site, leaving-town traffic included 644 vehicles in the 26–30 mph range and 332 vehicles in the 31–35 mph range. Chief Small recommended a permanent sign at the north approach from Fair Grounds Road to slow traffic entering Bloomington.
The board approved the recommendation in a unanimous motion by Dennis Moris, seconded by Chasity Allen. The motion replaces the portable trailer sign currently used. The decision follows routine review of traffic data and aims to improve compliance without new enforcement measures.
Chief Small also reported the department’s recent drug take-back collected more than seven pounds of prescription medications despite minimal advertising and briefed the board on animal complaints, including an upcoming barking-dog trial scheduled for Dec. 5 in Lancaster and a planned citation for a residence exceeding the five-dog limit.
The board did not set a precise installation date during the meeting; public-works staff will coordinate sign placement and any required equipment purchases or pole work.
