Committee weighs larger gym as school design grows to about 89,000 sq ft and runs $2 million over concept

Staff member told the finance committee that the elementary school project has moved into the construction document phase and that the building has grown beyond the original program target: “we were looking at 84,000 square foot building, and we are currently, based on a current design, at around 89,000 square feet,” the staff member said, adding that the design is “about $2,000,000 over our $60,000,000 budget on the concept at this point.”

The committee spent much of the discussion debating whether a larger gym — proposed as part of the expanded footprint — is driven by educational needs or by community-use expectations. One committee member said they had not heard teachers or staff describe the originally sized gym as inadequate and questioned dedicating district funds to features primarily for community use: “I have trouble in my mind justifying what could be a $5,000,000 extra cost that would overwhelm anything we make up a value of engineering without an educational purpose,” the committee member said.

Staff said value-engineering work is underway to reduce square footage and other cost drivers while trying to preserve core educational program elements. The staff member described the effort as focused on producing square footage savings and “other cost saving considerations to bring the building design back in line with our original criteria as close as we can possibly get it, without impacting the educational program.”

Questions from committee members ranged from construction and zoning implications to parking and impervious-surface requirements. Committee members noted that expanding the gym could trigger township parking rules or create a need for variances; staff cautioned that additional expansion would increase both impervious surface and the likelihood of requiring zoning variances.

Public commenters told the committee they preferred a full-size gym and criticized the district’s communication about why the gym was being designed smaller. One commenter said the community had not received a clear explanation and urged the district to “rather focus on why a full size job cannot be built and capable of serving students and residents for generations to come.” Another public commenter urged more outreach, additional architectural options and questioned why the project was over budget before construction began.

The committee did not take a formal vote on a revised footprint during the update. Staff indicated they will return with the results of value-engineering work, additional data about parking and impervious-surface impacts, and any proposed design changes before any final decision on the gym size or building expansion is made.
