Estill council approves temporary police overtime pay, tables election-commission vote and food-truck request

The Town of Estill council on Jan. 16, 2025, approved a motion to pay employees for Police Department shift work until the next council meeting, a measure that passed on a 3-1 vote with Councilwoman Dwanda Bolden opposing the motion. Councilman James Williams moved the measure and Mayor Pro Tem Tammy Solomon seconded it.
The meeting began at 3:30 p.m. with Mayor Kim Wiley calling the session to order, requesting "A Moment of Silence," and leading the Pledge of Allegiance. After the clerk read attendance, the council unanimously approved an amended agenda that added an inclement-weather report to the executive session; a separate proposal to move the Police Department overtime item into the regular session was later withdrawn by motion and approved 4-0.
The council voted to go into executive session at 3:45 p.m. The executive session agenda listed four topics: (a) a vote on Election Commissioners, (b) personnel regarding Police Department overtime hours, (c) consideration of an El Zarape food truck, and (d) inclement weather. The council returned to regular session at 4:16 p.m.
Back in open session, Mayor Pro Tem Tammy Solomon moved and Councilwoman Dwanda Bolden seconded a motion to table voting on Election Commissioners; that motion passed unanimously. The council also voted 4-0 to table consideration of an El Zarape food-truck request after Councilwoman Bolden moved the motion and Councilman James Williams seconded it.
Town Administrator Tiffany Cooks summarized the towns inclement-weather plan, describing coordination between the Police Department and Public Works and stating that town hall may be closed depending on weather conditions.
The meeting adjourned at 4:25 p.m. following a motion by Councilman James Williams and a second by Councilman Joe N. Hadwin Jr.
What happens next: The tabling of the election-commissioners vote and the El Zarape food-truck request means both items will return to a future agenda; the temporary overtime pay for police remains in effect until the following council meeting unless the council acts otherwise.
