Residents press for redlines as Mamaroneck opens public hearings on MS4 updates and zoning/stormwater code rewrite

The Village of Mamaroneck Board of Trustees opened public comment Jan. 12 on draft updates to the MS4 stormwater management plan and on a proposed rewrite of the village's stormwater and zoning regulations (chapter 294).

H2M prepared draft updates to the MS4 plan for public review; the village will accept comments through Jan. 19. "Without a red line, you really have a hard time figuring out what's happening and what the implications would be," said a resident (speaker 25), urging the board to publish a markup that shows changes clearly.

Trustees and staff said the MS4 updates replace older reference sections and that the draft will be finalized after the public‑comment period; an engineer will present the changes and the flood mitigation committee will review technical aspects. "We're going to have an engineer present the changes before the next public hearing," a trustee said.

On the parallel proposal to recodify stormwater rules into the zoning code (PLLU 2025), several residents asked for clearer markups and more time for study. Stuart Teagert (speaker 21) questioned the procurement decision to engage a planning firm without apparent engineering or statutory expertise and urged additional review. Trustees replied that the rewrite will be reviewed by the flood committee and outside engineers, not decided tonight.

The board voted to adjourn substantive action to Feb. 9 to give the flood mitigation committee and staff time to incorporate technical feedback and to present redline/blue‑line materials for clearer public review.

The hearings are part of the village's effort to meet DEC MS4 requirements and address prior audit issues; trustees emphasized that further review, engineering presentations and committee comments will shape the final legislation before any vote.
