Village staff recommend changing construction manager after H2M finds invoice irregularities on sewer/flood project

Staff told the Village of Emeritus Board of Trustees that H2M, now serving in the village engineer role, discovered problems in invoices for the sewer work tied to the Jefferson/Wood flood mitigation project. "They have discovered that many of the invoices do not have appropriate backup, that we've already paid, and that there are some other irregularities," the staff member said.
Staff recommended replacing the current construction manager for the project and said the matter may require further discussion in executive session as a potential litigation issue. The recommendation covers the construction-management role and the review of invoices rather than the prime contractor's construction work; staff said the prime contractor's work will continue and that remaining work under the current contract will be completed.
Trustees asked whether work on the project was still ongoing; staff said there is a limited amount of remaining work and the construction manager has been working to keep the project moving. The staff member said the village retained H2M following the departure of a prior engineer and that H2M has been reviewing invoices and contract records.
The board voted to consider discussing litigation and personnel matters in executive session later in the meeting; no final contract change was approved in the work session itself.
