James Oliver, a Ward 2 resident, used the Nov. 3 public-comment period to report that his neighbor at 746 3rd Street has not maintained the yard for approximately three years, which he said has led to rodent, flea and insect infestations.
Oliver told the council he has complained to both the city and the health board and that prior efforts have not resolved the problem. "It's already cost me about $2,000," he said, urging the council to act. Council/ staff requested that he fill out the public-comment/complaint form so the issue can be documented and investigated.
The transcript records the complaint and staff asking the resident to complete a form; no formal city action or enforcement outcome was recorded at the meeting.
