Boonville council approves intergovernmental water deal, airport grant, site plan and changes to fireworks rules

On second reading, the council approved Bill 2025-025, an intergovernmental agreement with Consolidated Public Water Supply District No. 1 of Cooper County to supply water to recently annexed properties along Jackson Road, Ballpark Central and 98 Investments. Council discussion noted a one-time buyout payment of $38,750 tied to annexation infrastructure; a council member summarized the buyout as, “That’s the buyout,” and staff explained the city would own the infrastructure after the buyout per state statute. The ordinance was approved by roll call.
The council also approved Bill 2025-026 to execute a state block-grant agreement with the Missouri Highways and Transportation Commission for taxi-lane reconstruction and rehabilitation at Jesse Verdel Memorial Airport (MoDOT project 23-039A-1).
Council approved Bill 2025-027, the preliminary site plan for AECI Utility Solutions at 2415 Mid America Industrial Drive in Boonville.
On fireworks rules, the council approved Bill 2025-028 amending Chapter 14 to allow retail fireworks sales from brick-and-mortar stores that hold an annual state license and are located at least 1,000 feet from Interstate 70; seasonal or tent-style stands remain prohibited. As Speaker 5 put it during discussion, the change would permit an investor to “buy a building near the interstate, keep the sales out there, but generate sales tax revenue, employment, and whatnot.”
The council also adopted Resolution 2025-15, approving an intergovernmental agreement with Pilot Grove for limited building inspection services by the Boonville building inspector. During that discussion a council member raised potential litigation and sought confirmation of the contract’s Section 10 liability language; staff pointed to Section 10, which states the city shall not be liable for certain actions.
All measures were moved, seconded and approved by roll call during the meeting. Council members asked clarifying questions on contract retainage and testing procedures for the abatement work at Fort Kemper Park and on indemnification language in the Pilot Grove agreement.
