City Administrator (Speaker 7) said the survey is required under the grant and will include outreach to Native American tribes, noting that the Osage tribe requested the study. "This will be covered by the grant," the administrator said, adding the survey may produce no adverse findings but that significant discoveries could delay portions of the project.
Speaker 7 described the survey process as mapping and interviews about traditional use and ownership; he emphasized that the survey covers disturbed ground beyond the building footprint, including parking and access changes. After questions about the scope and timing, Speaker 6 moved to approve the resolution and Speaker 9 seconded; the council approved the contract authorization by roll-call vote.
The consent agenda approved earlier in the meeting also included payment of $105,425.70 to CL Richardson Construction for water and sewer improvements (project listed as "2025" in the packet) and a zero-dollar change order for the same contractor.
What happens next: staff will execute the agreement with VantagePoint Solutions and proceed with the environmental/cultural review required by CDBG rules; the survey results may determine whether any project elements must be modified or temporarily halted if significant resources are found.
