Sam Monroe, the village assessor for Caledonia, presented the 2025 interim market update and the ratio-study results to the board of review. Monroe said the office completed 432 property inspections this year (interior, exterior and drive-bys) and reviewed 469 sales, identifying 293 valid sales for analysis. For the residential sample Monroe reported the total assessed value of sales parcels at $90,857,000 and total sales price of $97,782,700, yielding an aggregate ratio of 92.92, a mean of 93.6 and a median of 91.85.
Monroe described methodology used in the market update—including the Universe Canvas system and calibrated use of the cost and market approaches—and walked through adjusted comparable sales the assessor used to set values. For commercial properties he noted the sample was smaller and produced different dispersion metrics; Monroe emphasized those figures reflect the available valid sales in the period analyzed (2023–2024).
On the assessor’s recommendation, the board voted to accept the assessor's report and receive the assessment roll. Monroe told the board that open-book appointments and targeted interior inspections can be scheduled to address condition or grade concerns for future assessment cycles.
"The aggregate ratio was 92.92," Monroe said, summarizing the residential ratio study figures and confirming the assessor's office believes the comparables support the current valuations.
The board accepted the assessor's report and proceeded to the scheduled property appeals.
