Caledonia board approves teleconferencing rules, transit and animal-control contracts and routine finances

Resolution 2025-67 authorizes a contract with the City of Racine for bus services for the 2026–27 term; trustees clarified contract dates and agreed the multi-year arrangement will align with county contracts. The resolution passed on a voice vote.
Resolution 2025-68 authorizes a contract with the Wisconsin Humane Society for humane animal-control services for 2026. Trustees discussed several procedural edits—term dates and termination provisions, indemnification language consistent with state immunities and limits on liability, and adding the village clerk to notice provisions—and moved to approve the resolution subject to final review and approval by the village clerk and attorney.
Resolution 2025-69 authorizes the village to participate in the Purdue opioid-settlement claims process and to submit required documents on behalf of the village; staff said the village previously opted into the settlement and this resolution continues that participation.
On routine finance items, the board approved accounts-payable checks totaling $242,536.04 and a credit-card charges list totaling $52,806.89 (the transcript listed an anomalous figure; staff confirmed the intended amount). Trustees asked about a consulting invoice from Aon for a salary study; staff confirmed the charge relates to a planned salary study covering roughly 25 jobs and ongoing data refresh access.
The board also approved a Class B liquor license for TailSpin LLC (doing business as TailSpin Market), with one abstention recorded, and then adjourned to the Committee of the Whole.
