Council approves application for INDOT aviation pavement grant; local match $33,333

The Michigan City Common Council voted on July 7 to approve a resolution authorizing the city to apply for a new Indiana Department of Transportation aviation pavement maintenance grant that offers a 75% state share (capped in the program at $100,000) and a 25% local match.
Jessica Ward, airport manager, told the council the state program — revived after a decade — has $5 million available for the first 50 airports that apply and will cover up to 75% of eligible pavement work. She said Michigan City submitted a pre-application and seeks the local match of $33,333.33 to finish taxi-lane and hangar-area pavement not completed in a recent $730,000 crack-seal project.
Ward described the work as necessary to preserve pavement quality, reduce water infiltration into asphalt and subgrade, and extend the life of runway-adjacent surfaces. She said the grant application opens July 15 and closes Dec. 31 and emphasized the city should be among the first 50 applicants because only 50 of 65 eligible airports will be funded.
Councilmember questions focused on scope and deadlines. Councilman Nelson asked where the local match would come from and voted “no” on the resolution because he said he had unanswered questions about funding sources; the clerk reported the motion passed 6-1.
What’s next: Staff will proceed with the grant application; if awarded, the city’s portion would be approximately $33,333.33 for the completed pavement scope.
