The Rockville City Council voted to approve Resolution 2026-30, authorizing the competitive negotiated sale of a $990,000 general-obligation bond to fund the Lake Road improvement project. Cody, a city staff member reporting on the project, said the finance committee recommended the bond and that the amount was intended to preserve the city's road-improvement fund while completing the work.
Council also authorized staff to proceed with design and feasibility work on a proposed water-main extension at County Road 8 and Highway 23. Cody said the extension was requested by the fire department and public works to improve emergency response and to support potential south-side development; an early cost estimate for the water-main work was about $287,000. "We had the preconstruction meeting...the actual construction work for the project will start on the week of July 20," Cody said while describing the Lake Road timeline. On the water main, he asked council for direction to pursue design only, which the council approved by motion and voice vote.
Council members discussed the bond's structure and potential tax impact. Committee discussion cited a 15-year term and an interest rate around 3.65% quoted in committee materials; council members said the projected annual payment (about $86,500 on average) would have a minimal effect on property taxes under current growth and levy assumptions. Council member S6 moved the bond resolution and S4 seconded; the motion passed on a voice vote.
What happens next: city staff will advance design documents for the water-main extension and proceed with steps needed to sell the Series 2026A bonds as authorized by the resolution.
