Forest Acres reports clean audit, introduces new officer and outlines grants, parks and events

Bill Hancock of the Brittingham Group told council that the annual audit produced no significant findings and that a clean, unmodified opinion was issued on the city's financial statements.

Police Chief Don Robinson introduced newly hired officer Noah Simmons to council and attendees. Assistant City Administrator Kendall Adams reported three grant submissions for the Forest Acres Police Department and personnel totaling approximately $370,000; City Administrator Shaun Greenwood added that an EV grant applied for through the Council of Governments was not awarded but could be re‑submitted in the future.

Greenwood also reported operational updates: clearing of concrete debris at the Richland Mall site continues; Citadel Park has reopened but a few repairs remain, bench swings expected in early July, and new sign panels at Citadel and Quinine parks will be completed soon. Communications Director Lynnsey Baker reviewed a string of upcoming community events on April 25 and April 26 and May dates for additional races and festivals. Greenwood said he was accepted to Harvard Kennedy School's Executive Leadership in State Government program for a three‑week session in June and that he was appointed to a state advisory committee on education requirements for planning and zoning officials. A market study for possible hotel development at the mall site is underway and staff will meet with the consultant team.

Finance Director Brittany Adams reported city revenues are at roughly 75% of expected through March 2026 while expenses are at 53.8% for the year. Chief Robinson reported staffing levels (two positions out of service and one open) and split‑shift training with prosecutors on domestic violence and weapons charges.
