Forest Acres administrators report mall work, parks updates and grant activity; residents flag litter and apartment trash

City Administrator Shaun Greenwood told the council on March 10 that dirt and concrete removal at Richland Mall is ongoing and that staff continue meetings with the development team and prospective businesses. Greenwood also reported that Quinine Park renovations are largely complete and Citadel Park remains on schedule pending bench swing deliveries and installation.

Assistant City Administrator Kendall Adams said the city submitted the final portion of a FEMA grant related to Hurricane Helene and is pursuing SCMIT/SCMIRF applications for the police department and public works, an in‑car video camera grant for FAPD, and pending EV and forensic investigation grants.

Director of Communications Lynnsey Baker previewed spring events including the 5th annual Sweep the Acres (March 28), Bankhead Tennis Tournament (April 24), Run Forest Run 5K/10K and Forest Acres Festival (April 25), Arts in the Acres (April 26), and the Farmer’s Market opening April 1. Finance Director Brittany Adams reported that the city had recognized 48% of adjusted revenue eight months into the fiscal year and is on target for anticipated expenses; an annual audit was expected at the next council meeting and a budget workshop for FY 2026–27 is scheduled for April 21.

During the community forum resident Madeline Knaus said litter appeared to be increasing around Pinefield Road. Resident William Brantley reported recurring piles of furniture and trash outside Richland County apartments on Valleybrook Road and said he reports the problem to the Ombudsman’s office; Mayor Andrews suggested contacting Richland County representative Tyra Little’s office for assistance. Non‑resident Amy Larkin reiterated concerns about Sunny‑side greenspace and tree canopy in the context of the earlier rezoning hearing.
