Forest Acres council bans smoke and vape shops, bars alcohol sales in Covenant Crossing; adopts goat‑grazing ordinance and approves two annexations

At its April 14, 2026 meeting, the Forest Acres City Council unanimously approved an amendment to Chapter 21 of the city Code of Ordinances to prohibit smoke and vape shops and the retail sale of beer, wine and liquor within the Covenant Crossing Neighborhood Center Overlay Subdistrict, adopted an ordinance allowing temporary use of goats for prescribed grazing with permit fees, and approved two property annexations.

City Attorney Will Dillard opened a public hearing on the Covenant Crossing zoning change at 6:12 p.m.; the Planning Commission had recommended the amendment by a 4–1 vote. With no public comments, Council took the item up on second reading and approved it on a motion by Council member Stephen Oliver, seconded by Council member David Black.
