At its April 14, 2026 meeting, the Forest Acres City Council unanimously approved an amendment to Chapter 21 of the city Code of Ordinances to prohibit smoke and vape shops and the retail sale of beer, wine and liquor within the Covenant Crossing Neighborhood Center Overlay Subdistrict, adopted an ordinance allowing temporary use of goats for prescribed grazing with permit fees, and approved two property annexations.
City Attorney Will Dillard opened a public hearing on the Covenant Crossing zoning change at 6:12 p.m.; the Planning Commission had recommended the amendment by a 4–1 vote. With no public comments, Council took the item up on second reading and approved it on a motion by Council member Stephen Oliver, seconded by Council member David Black. The minutes record the vote as unanimous.
Council also adopted, on second reading, an ordinance adding Section 4‑3 to authorize temporary use of goats for prescribed grazing and to adopt permit fees. The motion to adopt the goats ordinance was made by Mayor Pro‑tem Haskell Kibler and seconded by Council member David Black; it passed unanimously. The meeting minutes record that permit fees were adopted but do not specify fee amounts.
Council approved two annexations on second reading: 6329 Satchel Ford Road (Richland County TMS 14111‑06‑04) and 5700 Lakeshore Drive (TMS 16707‑02‑03). Both annexations were approved unanimously on motions recorded in the minutes.
