Estill council approves switch to S&S Disposal; residents likely to face higher trash fees

The Town of Estill on Dec. 18 approved a contract with S&S Disposal to provide residential trash collection starting in February 2025, a move town officials said was necessary after the incumbent raised rates.
Town Administrator Tiffany Cooks told the council that Wastepro’s service rate had risen “from $13.67 to $29.37,” and that staff negotiated an alternative with S&S Disposal offering pickup at $21.33 per household. Cooks said the town would not be able to absorb the increased cost and would need to consider raising the customer fee in January.
Cooks said the contract should include a 4% annual increase clause. She also told the council the logistics of the transition require ordering containers and completing an inventory: “Mr. Hamilton has about four hundred garbage containers in the maintenance yard that he will be able to use,” and the town serves roughly 800 residents.
Councilman James Williams moved to authorize the mayor and town administrator to sign the contract; Councilwoman Dwanda Bolden seconded. The council voted 4-0 to approve the motion.
Mayor Kim Wiley participated by conference call. Tiffany Cooks said staff will notify Wastepro of the timeline after signatures are secured and that the ninety-day notice window is already in process so S&S can begin when Wastepro’s service ends.
What happens next: the town will inventory and tag containers, finalize the S&S contract language (including the annual escalation clause), and determine whether an ordinance is needed to permit automatic fee adjustments to cover uncontrollable vendor charges.
