Estill council authorizes Bull Durham use for arts program; administrator outlines pavilion-replacement options and partnership proposal

The Town of Estill council on July 10 voted 4-0 to authorize the use of the Bull Durham venue for Heather Bruemmer's arts program and heard a presentation from Town Administrator Tiffany Cooks on a proposed partnership and pavilion replacement options.
Councilwoman Dwanda Bolden moved to authorize the Bull Durham use, and Councilman Joe N. Hadwin Jr. seconded; the motion passed unanimously. The authorization was handled during routine new-business items.
Separately, Dr. Cooks presented Resolution 2024-03, a proposed partnership with United Hand for Global Impact Inc. (UHGI), and outlined two options to replace the pavilion at Karl Bowers Park. She said the lower-cost option — listed at $11,829 for the 10x12 pavilion — is an already budgeted item; the same-size higher-priced option was listed at $17,850. Dr. Cooks said the town would obtain insurance for the structure if the replacement moves forward and asked the council to permit staff to proceed with the $11,829 option.
Public-works updates during the same agenda item reported that a contractor replaced the FCI prison meter on June 10 and that the overall meter project is about 95% complete. Mr. Hamilton told the council that Rooster Ridge Road is on the docket to be paved.
The council did not take a separate recorded vote on Resolution 2024-03 during the meeting; Dr. Cooks presented the information for council review and to allow members time to consider the partnership and pavilion options.
