David E. Ross recommended for Richmond 210 Lift Station project; later change order trims contract

The City of Richmond received engineering recommendations from Olsson and approved a low-bid award to David E. The change order was approved on Nov. 12 by unanimous council action; staff will proceed to finalize the contract and begin construction mobilization per Olsson's schedule.
The project expands lift-station capacity and adds a stormwater equalization basin to address recurring SSO and capacity issues in the 210 basin area. The contract includes design, construction administration and observation per the original work order.
