Forest Acres council approves budget and zoning first readings; authorizes post‑executive‑session negotiations

The Forest Acres City Council on May 12 moved several items forward on its consent and new‑business agendas, approving first readings of the fiscal 2026–27 budget and fee schedule, a zoning map change for two Sunnyside Drive parcels and an amended noise ordinance.
On a motion by Mayor Pro‑tem Haskell Kibler seconded by Council member Ryan Newton, the council passed first reading of an ordinance adopting the FY2026–27 budget, a master fee schedule and a franchise fee on water and sewer utilities by a vote of four to zero. Council likewise approved first reading of a noise ordinance amendment, described by City Attorney Will Dillard as making post‑8 p.m. noise that is audible inside a residence a violation, by a 4–0 vote on a motion by Council member Ryan Newton.
The council approved first reading of a zoning amendment to change 1338 and 1346 Sunnyside Drive from PDD (Planned Development District) to R‑1 (Low Density Residential). A representative from the Wilson Company told the council the development agreement with the property owners limits disturbance and keeps the project at ultra‑low density; the ordinance passed first reading 3–0 with Council member Ryan Newton recusing himself at 6:25 p.m.
Council also handled appointments on the consent agenda, reappointing Paul Truesdale to the Public Safety Foundation by a 4–0 vote, and deferred several staff requests and contract items for further discussion.
Following an Executive Session called for legal and contractual advice, the council authorized the City Administrator to finalize negotiations on a sewer easement discussed in Executive Session; the meeting record shows the tally as three yes, zero no, and one abstention. The council separately authorized the City Administrator to negotiate and finalize a contract to renew a cell‑tower lease as discussed in Executive Session.
The meeting closed with standard administrative reports and community forum comments. Several items referenced for future action included a Willingham Drive speed‑hump petition to be considered at the June 9 meeting and ongoing grant applications.
