Wilton board approves new past-due water disconnection policy with 90‑day payment-plan option

The Village of Wilton Board on Jan. 12 approved a new policy to notify and, if necessary, disconnect water service for accounts 30 days or more past due.
Coldren, a village board member, moved to send door-hanger disconnect notices to all accounts with a 30-day or greater past-due water/sewer bill, including homeowners in rental situations; the board then approved enforcement (motion by Coldren, seconded by Short). The enforcement vote carried 7-0.
Under the new policy, customers who do not pay within five days after the notice may have water service disconnected and will be charged an additional $50 reconnect fee. Customers unable to pay the full balance within five days may set up a 90-day payment plan requiring payment of one-third of the past-due balance plus the current bill in each of three months. If a customer defaults on that plan, the board authorized immediate disconnection without additional notice.
Village staff warned of an ongoing Water Street leak that has coincided with InterCom boring work; staff member Nick estimated the village is losing about 20,000 gallons of water per day (noting typical daily usage is about 25,000 gallons), a fact the board said influenced urgency around billing enforcement and conservation measures.
President Wilde and other board members said the measure aims to balance collection needs and operational constraints; the board did not adopt exemptions beyond the payment-plan option included in the motion.
The policy will be implemented by village staff; the board recorded unanimous support for the motion and did not schedule further hearings on the policy at the meeting.
