Clerk of Court Keith Horton requested two machines to improve safety and screening efficiency. Horton said the request is for $50,000 to cover both machines and incidental installation costs and that the funds would come from the Title 4D rollover, resulting in no additional cost to taxpayers. Sergeant Ellis briefed the council on machine capacity, training and throughput, and said the machines include training and can be sized to the available lobby space. Council members pressed staff on logistics, staffing and potential maintenance or warranty costs; staff said they were researching warranties and expected minimal ongoing costs but would return if recurring expenses were needed. After discussion the council moved, seconded and approved the purchase by voice vote.
Separately, the council approved on third reading Ordinance 2026‑19, a general‑obligation bond not to exceed $2,000,000 for various capital and repair projects. Bond counsel Lawrence Flynn said the county has identified approximately $26 million in capital needs, $14 million of which are immediate, and outlined a plan that includes a continuous 5‑mill debt‑service levy and a short‑term note to be paid off in April 2027 with a potential revisit next year.
The council also approved first reading of an ordinance to adopt the South Carolina Department of Archives and History’s revised general records retention schedule and to amend section 2‑6 of the Jasper County Code; council discussed departmental responsibility for offsite records storage and digitization options.
