Jasper County Council authorizes SCDOT agreements, appoints code enforcement officer and declares apparatus surplus

The Jasper County Council unanimously approved a set of routine resolutions on Tuesday evening, including authorization to accept and manage federal‑aid funding for a local road project, a personnel appointment and a surplus declaration for aging fire apparatus.

By voice vote, the council approved R‑2026‑44, a resolution that authorizes the county administrator or designee to enter into project agreements with the South Carolina Department of Transportation so federal funds from the Federal Highway Administration can be passed through to Jasper County for the Argent Boulevard project. Staff said the agreements require the county to follow FHWA rules when it manages the project as a local public agency.

The council also approved R‑2026‑45 to appoint Michael Jeffrion as a second code enforcement officer. Staff described Jeffrion as certified by the South Carolina LLR as a property‑maintenance inspector and holding ICC certification in property maintenance and housing inspection; he was described as previously employed in Greenwood, South Carolina and having earlier law‑enforcement experience in Fort Collins, Colorado.

Chief Wells presented R‑2026‑46 to declare three pieces of apparatus surplus so they may be sold on GovDeals. Council members discussed the condition of the vehicles and noted at least one unit likely would not pass its Department of Transportation inspection; the surplus resolution passed by voice vote.
