Kenosha County committee approves multiple land‑use petitions, reappoints county surveyor

The Kenosha County Planning, Development & Extension Committee on Wednesday approved a series of land‑use actions, including the reappointment of the county surveyor to the Land Information Council and comprehensive‑plan amendments, rezonings and certified survey maps (CSMs) for parcels in the towns of Paris and Wheatland.
Committee staff read a resolution recommending that Robert W. Mary be reappointed to the Kenosha County Land Information Council, the statutorily constituted body that advises on mapping, parcel information and related land records. The committee voted in favor of the appointment.
The committee then considered three related items for a property in the town of Paris (tax parcel 4542210520300). Staff described a request to amend the county’s 2035 land‑use plan from farmland protection to rural‑density residential and a corresponding rezone that would permit a 5‑acre lot division with residential minimum standards and frontage requirements. Chris Bauer of Bauer Design & Construction, the petitioner’s agent, told the committee the proposal is intended to preserve a long‑standing family farm while creating a new home site and that the town of Paris had approved the petition. The committee approved the comprehensive‑plan amendment, the rezone and the certified survey map; staff said the CSM approval is subject to the standard recording conditions and final signatures.
A second set of three items for a parcel in the town of Wheatland (tax parcel 9541190110301) followed the same pattern. Petitioner Brenda Haffman said she and her husband seek to build on Lot 3, keep Lot 2 available for a possible future family member and preserve the surrounding farmland. Staff noted the town of Wheatland had recommended approval at its April 27 meeting. The committee conducted the required roll‑call vote on the comprehensive plan amendment and later approved the rezone and the CSM subject to conditions. County planning staff and the surveyor of record, Michael Martin, described adjustments to lot lines and an access easement; Martin said the easement width was increased to meet highway and fire‑department turnaround requirements. Staff said approved items will be presented to the full county board next week and will be recorded once conditions are met.
In other business the committee left two items (9 and 10) tabled because of a pending fee‑schedule issue and noted they will be returned to a future agenda.
What’s next: staff said the approved CSMs must meet the listed conditions and receive signatures before recording; items approved by the committee that require final county‑board action will be presented to the board at its next meeting.
