The Franklin Lakes Board of Education voted unanimously Oct. 29 to approve its consent agenda covering Resolutions 1390–1417, including financial reports, personnel actions, contracts and policy updates.
The motion to approve the consent agenda was made by Ms. Carolina Severino and seconded by Ms. Kathryn D’Agostino. The roll call vote was seven in favor, none opposed and no abstentions (Ms. Elisa Billis, Ms. Lisa Cardella, Ms. Kathryn D’Agostino, Mr. SeWhan Kim, Ms. Carolina Severino, Mr. Robert Spiotti and Mr. Scott Loia voted yes). The motion passed.
The approved items included acceptance of minutes from the Oct. 8 meeting; Board Secretary and Treasurer reports for September 2024; and the monthly budget status certification, which cited N.J.A.C. 6A:23A‑16.10 regarding budgetary obligations and appropriations.
The board approved out‑of‑district placements for students receiving special education services, including Student #3542 to Reed Intensive Behavior School from Oct. 9, 2024 through June 19, 2025 at a tuition cost of $149,205.60, and Student #8250 to Celebrate the Children from Oct. 28, 2024 through June 25, 2025 with total costs listed as $97,730.00 (tuition plus extraordinary aid).
Financial and operations items approved as part of the consent agenda included required line‑item transfers for September 2024, the Comprehensive Maintenance Plan and M‑1 worksheet for 2024–25, disposal of an irreparable piano at Woodside Avenue School to be replaced by a foundation donation, and approval of a Change Order #4 to EACM Corp. for $11,800 to repair and paint the Franklin Avenue Middle School MPR ceiling. The board also approved the October 2024 bills list totaling $1,049,709.50.
Contracts and service agreements approved included educational evaluations with Leslie Fishbein, LLC and neurological evaluations with Michael Katz, M.D., the latter at a stated rate of $700 per evaluation for the 2024–25 school year.
Personnel actions approved under the consent agenda included the resignation of paraeducator Giannina Brito (effective Nov. 11, 2024); a maternity leave for Special Education Teacher Samara Avanzato (March 6–June 30, 2025); the appointment of Margaret Conway as a per‑diem substitute nurse pending required clearances; approval of home instruction proctor Judi Woods at $79.88 per hour; a stipend for paraeducator Karen Nurminen to support a student during morning band; a revised maternity leave for Instructional Coach Gina Manfra; and pensionable stipend adjustments for staff earning doctorate or Master’s+60 credits.
