The Franklin Lakes Board of Education unanimously approved a consent agenda covering Resolutions No. 1993–2011 at its Oct. 28, 2025 regular meeting, voting 6–0 to pass the block of items.
Ms. Carolina Severino moved to approve the consent agenda; Mr. Ryan Richman seconded the motion, which passed with six yes votes (Elisa Billis; SeWhan Kim; Ryan Richman; Carolina Severino; Robert Spiotti; Ari Donio). The Board recorded no votes against and no abstentions.
The consent package included approval of the Oct. 14, 2025 minutes and retroactive authorization of additional extraordinary aid for an out-of-district placement (student #3542) at the Allegro School, estimated at $225 per day for an estimated total of $33,525.00. The Board approved the bills list for October 2025, authorizing payment of claims totaling $4,008,419.40.
Other approved items included field trips; the district’s submission of School Self-Assessments under the Anti-Bullying Bill of Rights Act; acceptance of a Scholastic subscription donation to Woodside Avenue School valued at $3,740.00; approval of Franklin Avenue Middle School fundraisers; and the annual Uniform State Memorandum of Agreement between the Franklin Lakes School District and the Franklin Lakes Police Department.
The Board also approved an academic services agreement permitting Montclair State University to assign faculty to teach district staff (FLOW and RIH) over three school years at no cost to the district; a shared-services agreement with the Borough of Franklin Lakes to add a crossing guard at Pulis and Franklin Avenues (approximately 360 hours per year at an estimated hourly rate of $24.98 in 2025–26 and $25.85 in 2026–27); and the district’s Comprehensive Maintenance Plan and M1 worksheet for 2025–26 as required by the New Jersey Department of Education.
Facilities-related actions included Change Order #1 for AMCO Enterprises (building permits across Colonial Road, Woodside Avenue and High Mountain Road elementary schools) and Change Order #2 for Panoramic Window & Door Systems for Franklin Avenue Middle School (labor to reconfigure a window), with specified allowance adjustments. Personnel items approved included appointment of home instructors (example: Tamara Emont, $79.88/hour) and retroactive payment of $210.00 to NJIDA for conference book purchases for six teachers.
The Board approved co-curricular staffing for the FAMS Future Innovators program and the use of Title I A funds to provide before-school "ignite" academic support starting Oct. 29, 2025 through June 26, 2026. The meeting concluded with a notice that the board may recess into private session for personnel or legal matters; the meeting adjourned at 8:59 p.m. with a motion offered by Mr. SeWhan Kim and seconded by Mr. Ryan Richman.
